Personal:
The expectation of peace and safety on public land outweighs dog owners' rights. You don't have to have a dog, but you do have the right to free travel. The bigger responsibility falls on the dog owner.
Sweet North Arm run down to the parking lot and back. About 1/4 mile from the TH I had my second Moose sighting of the week! This time the moose decided to run in front of me on the trail for about another 1/4 mile before cutting off to the side.. Pretty Cool! Peace.

I had that happen to me last year on the LCC Temple Quary trail. It scared the Sheeeet out of me. You be gettin' in some nice runs this week.
