The expectation of peace and safety on public land outweighs dog owners' rights. You don't have to have a dog, but you do have the right to free travel. The bigger responsibility falls on the dog owner.

Beautiful Sat adventure under the Blue Dome! My neighbor drew out for the Wasatch 100 his first 100, so he's starting to ramp up miles training etc. Wanted me to join him for a bit of his run today, so I decided to joing him for about half of his intended 30. Started at Skyline west (wind surfer) crusied up to the overlook and a little past. Dropped back down and ran over to Wheelers and then up to Art Nord. I left him at this point and then cruised back to Wind Surfer! Good times. Weather Prrrfect.
