31°F - Between two tech shirts, I wore a grocery bag (put my arm through the handles and laid the bag across my chest).  It worked great for heat!  Of course the shirt below it was soaking wet when I got home, but my chest was warm and my belly (where the bag didn't cover) was cold...

And I wonder why they say runners are wierd (you've got to do what you can to keep warm - otherwise it is off to the treadmill). What kind of grade do you have to deal with on the uphill?

I don't know what the grade is, but there's also the canyon wind. The two combine to make quite a difference in my times. The first and last miles have more to do with warming up and being warmed up...
