12 miles including one mile of 400 meters X 4 on the track
still just doing 400 meters in 1 minute 50 seconds. I need some tips on how to improve that time.

How fast can you run 100 meters all out? My feeling is somewhere around 19 seconds or faster. If that is the case you should be able to hit several 1:30 quarters no problem if you were not afraid to push it.
Try starting your quarters with a near all out sprint and then see what happens. Pay attention to how you feel and what it is exactly that makes you slow down. Also, take more rest between them.
I did look at your training, and had a thought. I think you are ready to run much faster than what your race performances have demonstrated, but just do not know how. I would recommend finding a faster training partner for some workouts that can run your dream pace forever without straining himself. Then tell him to go the dream pace and try to hang on. When you cannot, your workout ends. Just cool down a mile or two and be done.
I would focus on the following paces: 7:00, 7:30, and 8:00. The eventual goal is to learn to make it through the 5 K at 7:00 pace, through 10 miles at 7:30, and keep 8:00 to 15 and feel good enough to go further if you had to. Of course, initially you will not meet those goals, and you will always be reaching a point of failure before the end of the distance. Pay particular attention to what caused the failure. Caving legs? Out of breath? Nausea? Wearing an HRM is a good idea if you have one. Right before the failure happens as you desperately try to keep the pace what does your HR do? Does it spike or does it drop?
