Windy and rainy. Moderate effort run. Legs felt pretty good. I think that I have recovered enough to go for a PR at St George.

If you PR in TOU, and your are feeling good, it does not take much to PR again in St. George. Especially if you PRed in TOU this year with the cold first half, and assuming St. George does not have any unusual weather surprises.

Based on my TOU time, your predictor says I could run 3:05 at St. George. How reasonable do you think that is with only a 2 week recovery? I was thinking of running the first half in 1:35 then deciding how hard to push at that point.

I'd say very reasonable. First half in 1:35 sounds like a good idea - St. George has a very fast second half. It is the only marathon where I've ever been able to negative split. However, I would suggest using the clock only as a measure of your progress rather than a guide that tells you how fast you should go, and run by how you feel.
