USATF LDR Circuit Prize Money for 1/2 Marathons

Is USATF required to pay $100, 75, 50 for all races, including 1/2 marathons that otherwise wouldn't give money when they are already paying for the marathon?  Such as the Salt Lake 1/2 in April?  I thought they couldn't be in the circuit unless they paid for each event individually.  Or the Ogden 1/2 in May?  The TOU 1/2?

TOU 1/2 is a different day than TOU, so the question does not apply to that one.  I understand that they are supposed to pay, but can't verify- I know there were some issues with it last year.

They have resolved those issues as far as I know. This year there is money.
